Mr. Gene Waller is Vice President and Chief Financial Officer of Technomics, Inc. He founded the company in 1987 and has over 38 years of weapon system cost analysis experience, specializing in high technology systems. He is a recognized expert in the field of electronics and sensor system cost analysis.

Mr. Waller has been Project Leader and Principal Investigator of nearly 100 cost and economic analyses during his consulting career. These analyses include development of cost estimating databases, cost engineering models and cost estimates for complex, high technology military systems. Mr. Waller conducted ground breaking cost research related to high technology electronics and sensor systems. He also conducted some of the very early analysis and research related to development-to-production cost step-down, state-of-the-art advance measurement and cost engineering/CAIV concepts

He holds an MA in Economics (concentration in Econometrics) from UCLA and a BS in Electrical Engineering from North Dakota State University.

Mr. John Horak is a Vice President of Technomics, Inc. He has been with the company since 1988 and has over 25 years of weapon system cost analysis experience, specializing in the development of databases and cost estimating models of high technology systems. He is a recognized expert in the field of Infrared (IR) and Radio Frequency (RF) electronic systems.

Mr. Horak has been Project Leader and Principal investigator of over 70 cost analysis studies for the US Army, US Navy, US Air Force, the Office of the Secretary of Defense and Industry. These studies include the development of cost estimates, cost and technical databases and cost models for tactical and strategic missiles, radars, communications, avionics, vehicle electronics, aircraft integration, unmanned aerial vehicles, and IR and RF Sensors operating in space, airborne and ground environments. Mr. Horak has developed many complex automated cost models that link Life Cycle Cost analysis to systems engineering analysis for use in CAIV applications.

He holds an MA in Economics (concentration in Econometrics) from University of California, Santa Barbara and a BS in Electronic Engineering and BS in Economics from California Polytechnic State University.

Mr. Rick Collins is President and Chief Executive Officer of Technomics, Inc. He has over 24 years experience leading weapon system cost analyses as a consultant and Department of Navy employee. He is a recognized expert in the field of Naval ship and ship system independent cost analysis.

Rick joined Technomics in June 2000 and established its Arlington, Virginia office with the vision of fostering a corporate culture and work environment that left no doubt in the minds of employees that Technomics was different and better than any other place they had worked or could ever work. Thanks in large part to the quality and personality of Technomics’ staff, his vision has been realized.

Prior to joining Technomics, Rick held several positions during his eleven-year tenure in the Naval Center for Cost Analysis (NCCA), including: Head of the Ships Cost Analysis Division, Head of the Cost Analysis Tools Division and Technical Director. His experience at NCCA ranged from preparing independent life cycle cost estimates for major weapon system programs to developing new/improved cost analysis tools to representing the Department of Navy on DOD working groups chartered to address topics such as cost research and Activity Based Costing/Management (ABC/M). Prior to joining NCCA, Rick spent nine years at Science Applications International Corporation (SAIC) conducting weapon system cost estimating and cost research for a variety of DOD and private clients.

Rick holds an MA in Economics from Virginia Tech and a BA in Economics from Wake Forest University. He is a recipient of the Department of Navy Superior Civilian Service Award and Defense Acquisition Workforce Initiative Act (DAWIA) Level 3 certified in Business, Cost Estimating and Financial Management (BCEFM).
